The McKinnon Prize for Political Leadership is Australia’s only independent, non-partisan award recognising outstanding political leadership. The Prize seeks to recognise leaders, encourage national discussion and inspire future generations to pursue courageous and effective political leadership.
McKinnon, in partnership with the University of Melbourne, is pleased to announce the shortlisted nominees for the 2025 McKinnon Emerging Political Leader of the Year Award. This category recognises recently elected representatives who have served fewer than five years in federal, state, territory or local government office.
The McKinnon Prize is awarded annually through a rigorous and transparent selection process. Nominees are assessed by an independent judging panel comprising prominent Australians with diverse professional and political perspectives.
Hon Dr Andrew Charlton MP
As Assistant Minister for Science, Technology and the Digital Economy, Dr Charlton has played a key role in shaping Australia’s approach to digital technologies and artificial intelligence. Following the 2025 Federal Election, he contributed to the development of the National AI Plan and has since been involved in its implementation. His work has focused on supporting innovation while considering the broader economic, regulatory and societal implications of emerging technologies.
The Selection Panel noted Dr Charlton’s contribution as Assistant Minister, particularly his strong focus on public policy and his work on complex issues relating to the economy, technology and artificial intelligence. Members highlighted his leadership in the development of policy relating to artificial intelligence, with broad agreement regarding the significance and forward-looking nature of this work. The Committee also noted the respect he has earned across the Parliament and his reputation for approaching public policy with integrity.
Rachel Payne MLC
As a crossbench parliamentarian, Rachel Payne MLC has demonstrated an ability to influence legislative outcomes through negotiation and collaboration. Her leadership on amendments to road safety legislation relating to medicinal cannabis patients highlighted her capacity to navigate complex policy issues while advocating for the interests of affected communities. The nomination recognises her contribution to public policy reform and her engagement with stakeholders across the parliamentary process.
The Committee recognised Ms Payne’s ability to advance complex legislation through consultation and negotiation across the Parliament and also noted her focus on policy initiatives aimed at addressing challenges facing vulnerable members of the community.
Dan Repacholi MP
As Australia’s first Special Envoy for Men’s Health, Dan Repacholi MP has sought to elevate discussion of men’s physical and mental wellbeing. His work focuses on encouraging greater engagement with health services and addressing challenges including chronic illness, mental health and suicide prevention. Drawing on experiences from sport, industry and public life, he has worked to connect policy discussions with the lived experiences of the communities he represents.
The Selection Panel noted Mr Repacholi’s advocacy on men’s health issues and his efforts to engage with a broad range of community perspectives was impressive. Members also highlighted his public communication style and his focus on representing the interests and priorities of his electorate.
Jess Wilson MP
Since becoming Leader of the Victorian parliamentary Liberal Party in November 2025, Jess Wilson MP has led the Opposition during a period of significant organisational and political change. Her nomination recognises her leadership in developing policy across a range of issues, including economic reform, housing and social policy, and her efforts to build consensus within the parliamentary party.
The Committee recognised Ms Wilson’s leadership of the Victorian parliamentary Liberal Party and her efforts to unify and reposition the party. The Committee also noted her historic appointment as the first woman to lead the parliamentary Liberal Party in Victoria and her focus on policy development and organisational renewal.
The McKinnon Prize is awarded each year from a pool of nominations through a rigorous and transparent selection process. The McKinnon Prize is judged by a unique panel of prominent and accomplished Australians representing the breadth of the political spectrum.
