The McKinnon Prize for Political Leadership is Australia’s only independent, non-partisan award recognising outstanding political leadership. The Prize seeks to recognise leaders, encourage national discussion and inspire future generations to pursue effective and principled political leadership.
McKinnon, in partnership with the University of Melbourne, is pleased to announce the shortlisted nominees for the 2026 McKinnon Political Leader of the Year – State/Territory Award. This category recognises state and territory elected representatives who have served more than five years in elected office.
The McKinnon Prize is awarded annually through a rigorous and transparent selection process. Nominees are assessed by an independent judging panel comprising prominent Australians with diverse professional and political perspectives.
Hon Roger Cook MLA
Premier Cook has led the Western Australian Government since 2023. Following the 2025 State Election, he undertook a cabinet reshuffle and established a dedicated Economic Diversification portfolio, which he assumed responsibility for directly. His government has focused on supporting economic growth, industry development, innovation and the transition to emerging sectors alongside Western Australia’s established resources industries.
The Panel noted the government’s electoral performance and the Premier's broad public support. Members also highlighted his stewardship of the Western Australian economy and the government’s focus on long-term economic planning and diversification.
Hon Ruth Forrest MLC
Over two decades in the Tasmanian Parliament, Hon Ruth Forrest MLC has focused on transparency, public accountability, fiscal oversight and parliamentary governance. As an independent member, she has consistently engaged in scrutiny of government decision-making and public finances. Her nomination recognises her contribution to parliamentary accountability and her ability to work constructively across political parties and stakeholder groups.
The Panel recognised Ms Forrest’s longstanding role as an independent voice in Tasmanian politics and her reputation across the Parliament. Members particularly highlighted her sustained focus on public finances and fiscal accountability, noting her continued advocacy on these issues despite limited parliamentary resources. The Selection Panel also recognised her contribution to parliamentary scrutiny and accountability.
Hon Peter Malinauskas MP
Premier Malinauskas' nomination recognises his leadership during a significant period of economic and industrial challenge in South Australia. In response to uncertainty surrounding the Whyalla Steelworks, his government introduced legislation enabling intervention in the operation of the facility, citing the importance of protecting jobs and industrial capability. His government has also continued delivery of major infrastructure and public service projects, including the new Women’s and Children’s Hospital and the Torrens to Darlington project.
The Panel noted the Premiers' continued focus on policy delivery and implementation. Members highlighted his engagement with major economic and industrial issues, his collaborative approach to stakeholders and his advocacy for South Australian industries and employment.
Hon Chris Minns MP
Premier Minns’ nomination recognises his leadership following the Bondi Beach terrorist attack. His government introduced new legislative measures addressing firearms, extremism and public safety, while his leadership during this period focused on balancing immediate security concerns and social cohesion.
The Selection Panel highlighted the Premier's response to issues relating to antisemitism, social cohesion and public safety, noting his willingness to engage directly with complex and sensitive matters.
Hon Jeremy Rockliff MP
Premier Rockliff's nomination recognises his leadership during a period of political instability in Tasmania, including two state elections within 16 months and the management of minority government arrangements. Following the 2024 election, he negotiated agreements with independents and minor parties and has continued to govern through ongoing parliamentary negotiation and engagement. His government has also pursued a range of social policy initiatives, including significant investment in child protection reforms.
The Panel noted the Premier's leadership through successive elections and periods of parliamentary uncertainty, highlighting the negotiation and relationship-building required to govern in a minority parliament. Members also observed his willingness to maintain support for major government projects and policies despite significant public and political debate.
The McKinnon Prize is awarded each year from a pool of nominations through a rigorous and transparent selection process. The McKinnon Prize is judged by a unique panel of prominent and accomplished Australians representing the breadth of the political spectrum.
